您好！感谢贵司对金鹏航空的信任与支持，为助力国际贸易高效运输，金鹏航空计划开展货运GSA业务，并发布竞标通知书，具体如下：

Thank you for your company's trust in and support for Suparna Airlines. To facilitate the efficient transportation of international trade, Suparna Airlines plans to launch the Cargo GSA (General Sales Agent) business and hereby issues a tender notice. The details are as follows:

There is no fixed flight schedule. The actual execution date and time of the flight shall be subject to the approval of the Civil Aviation Administration.

最大载量、板位以航班执行当天实际情况为准。

The maximum load capacity and pallet positions shall be subject to the actual conditions on the day of the flight's execution.

五、竞标原则

5. Bidding Principles

（一）整体按“同等条件价高者得”的原则，竞标价格低于底价的，该客户竞标无效。高于底价的，该客户竞标入围。经财务部评标后发布客户入围信息至货运市场部。

Overall, the principle of "the highest bidder wins under equal conditions" shall apply. If a bidder's price is lower than the reserve price, their bid shall be deemed invalid. If the bid price is higher than the reserve price, the bidder shall be shortlisted. After the Finance Department evaluates the bids, the information of shortlisted bidders shall be issued to the Cargo Marketing Department.

（二）本次GSA竞拍分为一轮招标邮箱报价、二轮议价环节。选取第一轮招标价格由高到低的前三位（如遇报价相同时，以投标时间的先后顺序确定）入围客户进入第二轮议标环节，如第二轮议标后报价仍有相同时，以第一轮投标时间的先后顺序确定最终中标客户。

The GSA bidding process consists of two stages: the first stage of email quotation for tender and the second stage of price negotiation.

For the first stage, the top three bidders (ranked by bid price in descending order) will be shortlisted for the second-stage price negotiation. In case of identical bid prices, the bidders will be prioritized based on the order of their bid submission times.

If there are still identical bid prices after the second-stage negotiation, the final winning bidder will be determined according to the order of bid submission times in the first stage.

六、参与投标单位资质要求

6. Qualification Requirements for Bidding Entities

（一）与我司已签约的销售代理且合同在有效期内且公司历史结算信誉良好，与金鹏航空无未结案的法务纠纷。

Sales agents who have signed a contract with our company (with the contract within the valid period), have a good historical settlement reputation, and have no pending legal disputes with Suparna Airlines.

（二）未与我司签约销售代理，但与中国民航其他航司签署销售代理协议或者包板协议，并满足我司渠道引进资质要求的。在代理人资质查验时需提供与中国民航其它航司的销售代理协议文本或者包板协议文本，并且在签订合作协议的同时，须与金鹏航空签署《航空货物运输协议》。

For those who are not sales agents having signed a contract with our company, but have entered into sales agency agreements or BSA agreements with other airlines under the Civil Aviation Administration of China (CAAC) and meet the qualification requirements for our channel introduction:

When verifying the agent's qualifications, they shall provide the text of the sales agency agreement or BSA agreement signed with other CAAC-affiliated airlines;

When signing the cooperation agreement, they must simultaneously sign the Air Cargo Transportation Agreement with Suparna Airlines.

（三）参与投标单位营业执照注册时间原则上在3年以上，注册时间在5年以上企业优先。

In principle, the business license registration time of the bidding entities shall be more than 3 years; enterprises with a registration time of more than 5 years shall be given priority.

七、燃油联动

Fuel Surcharge

对应航线站点的燃油附加费，以2025年10月奥斯陆机场、浦东机场国际航班航空燃油价格为准，如航班实际执行日期油价上涨，则根据实际上涨价格补足燃油费用。

The fuel surcharge for the corresponding route stations shall be based on the aviation fuel prices of international flights at Oslo Airport and Shanghai Pudong International Airport in October 2025. If the oil price rises on the actual flight execution date, the fuel cost shall be supplemented according to the actual increase.

八、押金及结算

Deposit and Settlement

中标客户原则上于首航执行前一周向金鹏航空支付四班保底运费的押金及根据中标客户运单需求份量支付对应金额的票证押金（票证押金为人民币5000元/份）。待所有航班执行结束且燃油附加费结清、运单返还后1个月内退还保底运费押金、票证押金（无利息）。

In principle, the winning bidder shall pay to Suparna Airlines, one week before the execution of the first flight, a deposit for the minimum freight of four flights, and a ticket deposit corresponding to the required number of air waybills (AWBs) (the ticket deposit is RMB 5,000 per copy).

The minimum freight deposit and ticket deposit (without interest) shall be refunded to the winning bidder within 1 month after all flights are executed, the fuel surcharge is settled, and the air waybills are returned.

九、参与方式

9. Participation Method

仅接受以邮件发送至jphkhyztb@yzr.com.cn邮箱为唯一竞标方式。

Only submissions sent via email to the address jphkhyztb@yzr.com.cn will be accepted as the sole bidding method.

十、竞标保证金

10. Bid Security

发送竞标文件时需同时缴纳竞标保证金人民币50万元或6万欧元。如出现未按要求发送竞标文件、发送邮件时抄送非竞标公司人员、未支付竞标保证金等不符合竞标要求情况的视为无效竞标。已支付竞标保证金但未中标客户在2025年11月全额退还竞标保证金（无利息），已支付竞标保证金且中标客户在协议履行完毕后1个月内全额退还竞标保证金（无利息）。中标客户在协议签署前单方面提出退标的，则竞标保证金不予退还。

When submitting the bidding documents, the bidder shall simultaneously pay a bid bond of RMB 500,000 or EUR 60,000.

A bid shall be deemed invalid if it fails to meet the bidding requirements, including but not limited to: failing to submit the bidding documents as required, copying non-bidding company personnel when sending the email, or failing to pay the bid bond.

For bidders who have paid the bid bond but failed to win the bid, the full amount of the bid bond (without interest) shall be refunded in November 2025. For bidders who have paid the bid bond and won the bid, the full amount of the bid bond (without interest) shall be refunded within 1 month after the completion of the agreement performance.

If the winning bidder unilaterally proposes to withdraw the bid before signing the agreement, the bid bond shall not be refunded.

本竞标通知书最终解释权金鹏航空所有。

Suparna Airlines will not entertain inquiries from any participating bidding companies regarding information about other participants in this route, pricing, or similar details.

If your company intends to cooperate, please fill out the bidding documents and submit your response to the email address jphkhyztb@yzr.com.cn by 12:00 (Beijing Time) on November 6, 2025. Responses submitted after the deadline or via other channels will be deemed invalid.

Suparna Airlines reserves the final right of interpretation for this bidding notice.
